  1. Definition of Terms
  2. Women-Owned Business – a business that is owned and controlled by one or more women. A women-owned business is at least 51% owned and controlled by one or more women.

    Minority-Owned Business – a business that is owned and controlled by one or more socially and economically disadvantaged persons. A minority-owned business is at least 51% owned and controlled by one or more such disadvantaged persons. Additionally, the management and daily business operations must be controlled by one or more such individuals. Minority means any African American, Hispanic American, Native American, Alaskan American and Asian or a person of Pacific Island descent who is either a citizen of the United States or a permanent resident.

The Virginia Military Institute fully supports the policy of the Commonwealth of Virginia to contribute to the establishment, preservation, and strengthening of minority businesses, small businesses and women-owned businesses and to encourage their participation in State procurement activities. The Institute encourages all of its contractors, where possible, to provide for the participation of minority businesses, small businesses and businesses owned by women through partnerships, joint venture, subcontracts and other contractual opportunities.

  5. Institute Plan

In an attempt to increase the participation of women-owned and minority-owned businesses in providing the required goods, materials and services, the Institute has established the following procedures:

    1. Procurement transactions under Five Thousand Dollars will include at least one minority and/or women-owned businesses.
    2. Procurement transactions between Five Thousand Dollars to Thirty Thousand Dollars will be expanded to include a minimum of two minority and/or women-owned businesses.
    3. Procurement transactions over Thirty Thousand Dollars will be expanded to include a minimum of four minority and /or women-owned businesses.
    4. Encourage Departments/Offices of the Institute to increase the participation of these businesses by providing the departments/offices a current listing of such businesses.
    5. Increase resources by attending women-owned and minority-owned business seminars and trade shows.
    6. Communicate with other Agencies regarding their women-owned and minority-owned business plans in order to share information of new vendors.
    7. Invite women-owned and minority-owned businesses to the Institute to introduce them to the needs of the various departments/ offices of the Institute.
    8. Encourage departments to be aware of women-owned and minority-owned businesses and to direct departmental level purchases under two thousand dollars to these businesses.
    9. Continue to manually maintain file of all known minority and women owned businesses until such time that records can be transferred to computer data base.
  1. Staff Coordination

Mrs. Dianah Kelly will serve as the staff co-ordinator for the Institute Purchasing Office to facilitate the Institute’s plan. All information regarding new women-owned and minority-owned businesses will be sent to her for dissemination to all departments/office of the Institute. Mrs. Kelly will gather the procurement history of the Institute with these firms and report such information to the appropriate office.
